Enable Bungee Plugins only for specific server

hey,

is there any way to have the bungee plugins only for specific servers enabled?
I also thought about 2 bungeecord server but it seems that it will not work that the users can switch between the 2 bungeecord servers or?

Any ideas how I could do this?
