grant bungeecord.command.server ?

Hi,
I've a little problem. We would like to forbid the /server SERVER command for a group called guest.
So I removed the permission in the Bungeecord Config and wanted to grant the permission on our servers with Permissionex.
Unfortunately that does not work.
Is there away to do that?
