UUID passing not working

My BungeeCord is not passing uuids to spigot, I have the ip_forward option enabled in BungeeCord's config and BungeeCord set to true in spigot.yml for my server
I am running the latest version of spigot and BungeeCord
I have tested with the firewall running and not running
When I try to connect I get: "If you wish to use IP forwarding, please enable it in your BungeeCord config as well!"
