Bungee Bans

Hello all. I have an issue with banning. I run a offline mode server, I'd like to know how I can ban, ipban, tempban, mute or kick someone. My server is a bungeecord server, please help! (Though I still have UUID's) o_e

Also another issue I found is that players that I ban is that they can have the same user but with caps (eg. Old: bobplayer New:BobPlayer) and they bypass the ban. Thanks!
