Preventing people from switching servers before /login

Is there any way to prevent people from using /server or any bungee commands before they are logged in to an offline mode server via /login <password>.

I intend to make a main server where logins are processed and they can access the rest of the servers when they have logged in on the main server.

How do I go about doing this?
