Not returning players to lobby on restart

When one of the servers connected to bungee either crashes or restarts it "should" put all players back into the lobby but for some reason when the server restarts it will usually pick 1 person to move to the lobby and the others get "server restarting" (or what ever message is set) and put back to the title screen...
