Please Help! :)

Hi everyone! I have downloades a BungeeCord server and made a two Spigot servers! Lobby and minigames (yet). There is a huge problem. I cannot turn the PVP on the Lobby server but on Minigame-one I can. How can I turn on the PVP on lobby? Please help
