When i reload the server the server refreshed?

If i reload the server, we got kicked for: server is reloading, ???????!

And if we join, the server is refreshed? We're spawning at the spawn and inventory got a reset.
This happens since i turn on bungeecord in de spigot.yml

EDIT: Everytime i join, it says: "welcome <player>"
