Server size per minigame

i don't know if this goes here but I'm planning on creating a bungee server. Even though I have made many slightly successful servers in the past (20-30) players, I want to experiment with bungee. Since I have a tight budget, I want to buy 2 3G servers and 1 2G server. With 1 of my 3G I want to make a survival game mode server. The other for factions. I also want to make my hub a part of the survival. Will my "plan" work? I'm guessing I won't get that many players.
