Server Is Online Mode l Docker Bungee Setup

So for a few weeks now I've been trying to setup a bungee network on docker and I've finally figured out what I needed to set the server ips to etc, but I'm met with "Exception Conneting:QuietException : Server is online mode!" and no I didn't forget to turn online-mode=false or bungeecord=false. In desperate need of an answer so if you have anything at all please leave a reply.
