multiple bungee server

Hello.

I have one spigot server and two bungeecord servers.
I would like to set the playercount of two bungeecord servers to be the same.

ex)
spigot server(backend) : 39/40
bungee1 server(proxy1) : 19/40
bungee2 server(proxy2) : 20/40

please help!
