Make a World act as a Server.. Possible?

Hi,

I hope i can explain this well so here goes..:

I have a few servers but 1 is a very good/big server.
It has multiple worlds.

Is it possible that i can make a world act as a seperate server while its on the same server.

For example:

I have a Factions server.. with multiple worlds, 1 of those worlds is skyblock.
Now i want people to join through the hub via a portal and go through the Faction portal to go to the Faction world.
And through a skyblock portal that goes to the skyblock...

Make a World act as a Server.. Possible?
