Fallback feature not working!

Hey everyone!
So I've an issue. I have all my servers setup properly and stuff and I set my fallback server to Hub.
But whenever my server crashes, players are not redirected to the Hub server. I have "connection-throttling on the Spigot.yml set to -1" and "Bungeecord- True" on all of my servers.
