Server IP set to 127.0.0.1 but players can still join!

Hello!
I have installed BungeeCord on my dedicated server, however, I have to set online-mode to false for it work. So I have set the ip to 127.0.0.1 in the server properties of the combined server.
But players are still somehow able to connect without the proxy!
Any ideas?
