Whitelist issue

I have a bungee server and I'm having an issue with the whitelist for one of the servers.

So, when I go to whitelist someone, it still says for them "You are not white-listed on this server."
I made sure that was their name. So, what I had to do in order for them to connect is quickly turn whitelist off and let them connect and then put it back on. Now they are able to connect after they have joined.

I want to know how to get them whitelisted and not have to turn whitelist off in order for...
