Forced Hosts not working

I'm currently running on Bungee build 1138 for 1.6.4. Due the fact I am running modded servers, certain items won't work unless a user connects directly to the server. I have attempted to set up forced hosts to forward players onto the specific server bypassing the hub and hopefully fixing the issue, however every time I join through my forced host is put me back into the lobby.
