BungeeCord Performance issues

I have a proxy with more or less 600 players online and the proxy consumes too many resources like 200% of a Intel(R) Xeon(R) CPU E5-1620 v2 @ 3.70GHz with 8 cores. It has a few lightweight plugins. Is this normal? Is there anyway to optimize it? I am doing something wrong?
