Bungeecord Offline Mode Skins

Hey,
After I enabled online-mode = True in bungeecord.yml and set it to false in all server.properties and changed the setting in the spigot.yml for bungeecord to true players skins still do not work..

Is there a fix for this apart from installing the skill restorer plugin?
